Climate Zone: CEC Climate Zone 13 (hot Central Valley / southern). IECC Climate Zone 3B (hot-dry). Bakersfield's climate is among California's most extreme — 104°F cooling design, low humidity, and significant solar radiation. Sensible cooling loads are exceptionally high.
Energy Code & Manual J Requirement: California Title 24 Part 6 (2025 edition, effective January 1, 2026). ACCA Manual J required for residential HVAC sizing. City of Bakersfield and Kern County enforce Title 24. Kern County's oil industry background means a significant portion of the existing housing stock predates modern energy codes and generates retrofit HVAC replacement demand.
