Climate Zone: CEC Climate Zone 7 (coastal south San Diego). IECC Climate Zone 3B. Chula Vista's coastal marine climate produces mild, stable conditions — 83°F cooling design and 37°F heating design — but eastern communities toward Otay Ranch and Eastlake experience slightly warmer inland conditions, particularly during offshore wind events.
Energy Code & Manual J Requirement: California Title 24 Part 6 (2025 edition, effective January 1, 2026). ACCA Manual J required for residential HVAC sizing. All Chula Vista and San Diego County jurisdictions enforce Title 24. The City of Chula Vista has adopted a reach code requiring all-electric new residential construction in many project categories.
