Climate Zone: CEC Climate Zone 3 (coastal Bay Area). IECC Climate Zone 3C. Oakland's marine climate is among the mildest in California — 78°F cooling design, 34°F heating design. Fog, morning marine layer, and consistent mild temperatures dominate. Oakland Hills locations may experience slightly cooler, windier conditions than flatland areas.

Energy Code & Manual J Requirement: California Title 24 Part 6 (2025 edition, effective January 1, 2026). ACCA Manual J required for residential HVAC sizing. All Oakland and Alameda County jurisdictions enforce Title 24. The City of Oakland has adopted aggressive electrification requirements for new construction and major renovations.
