Climate Zone: CEC Zone 10 (inland Inland Empire) for western county; CEC Zone 14 (high desert — Victorville, Apple Valley, Barstow) and Zone 15 (low desert — Needles, Blythe). IECC Climate Zone 3B for western county; 3B/2B for desert areas. Climate conditions vary enormously across this massive county.
Energy Code & Manual J Requirement: California Title 24 Part 6 (2025 edition, effective January 1, 2026). ACCA Manual J required for residential HVAC sizing. All San Bernardino County jurisdictions enforce Title 24. High-desert communities like Victorville, Apple Valley, and Hesperia fall under different CEC climate zones with colder heating design conditions than the valley floor.
