Climate Zone: CEC Climate Zone 8 (Conejo Valley / east Ventura County). IECC Climate Zone 3B. Thousand Oaks is warmer than coastal Ventura County (93°F vs. 83°F cooling design) but cooler than the San Fernando Valley — a pleasant transition climate with moderate heating (32°F) and meaningful summer cooling requirements.

Energy Code & Manual J Requirement: California Title 24 Part 6 (2025 edition, effective January 1, 2026). ACCA Manual J required for residential HVAC sizing. All Thousand Oaks and Ventura County jurisdictions enforce Title 24.
