Climate Zone: CEC Climate Zone 13 (San Joaquin Valley, Tulare County). IECC Climate Zone 3B (hot-dry). Visalia's interior Central Valley position produces hot, dry summers — 101°F cooling design — and mild, foggy winters typical of the Valley tule fog zone. Daily temperature swings in summer can exceed 30°F.

Energy Code & Manual J Requirement: California Title 24 Part 6 (2025 edition, effective January 1, 2026). ACCA Manual J required for residential HVAC sizing. All Visalia and Tulare County jurisdictions enforce Title 24. Tulare County communities are at various stages of local electrification policy adoption.
