Climate Zone: IECC Climate Zone 2A (hot-humid subtropical). New Orleans has one of the most demanding hot-humid climates in North America — year-round high humidity, an essentially endless cooling season, and latent loads that dominate HVAC system design decisions.

Energy Code & Manual J Requirement: Louisiana Energy Code (IECC 2021 with Louisiana amendments). ACCA Manual J required for HVAC permits. Orleans Parish (City of New Orleans) and Jefferson Parish both enforce energy code requirements. Historic district projects may have additional architectural review requirements.
